While entertaining her audience at the Saban Theater on January 17 in Los Angeles, Joan Rivers,reportedly made a joke of baby North West, calling her “ugly.” 

According to reports the 80 years old Rivers explained how the Kardashians had recently been in the E! Offices with baby Nori when she saw her (baby) said:

That baby is ugly… I’ve never seen a six-month-old so desperately in need of a waxing,”

Not funny at all Joan babies are not ugly so not appropriate
