OYO STATE SENDS LEGISLATORS WIVES FOR TRAINING IN THE UK

Oyo State government sent wives of its Legislators  to the United Kingdom for a training,  I wonder if their husbands paid for them or the government dipped its hands into Tax payers money?  Please can somebody tell me what the difference?
